DfT 0506 Handbook for National Safety Camera Scheme
The vast majority of speed and red-light cameras used on the roads are operated by safety camera partnerships. Most police and local authorities have now joined the national programme. The rules and guidance contained in this handbook apply only to those camera sites operated by these partnerships.

DfT Jun 04 National Safety Camera Scheme Evaluation
Speed and red-light enforcement cameras (referred to collectively as safety cameras) were first deployed in the early 1990s. A large number of research studies, conducted both in the UK and abroad, have demonstrated that cameras were an effective means of reducing speeding and red-light running.

Speed Changes at a Safety Camera Site A1 report V1.3
There has been considerable anecdotal evidence that the speed reductions associated with the cameras have been maintained over a very short distance, possibly as little as 150 metres. This report examines the effective range of a safety camera enforcing the southbound lane of the A1 at Elekesley in Nottinghamshire.

The installation of speed cameras should be carefully planned if they are to improve accident rates and that a fixed, isolated and visible spot-speed camera can have a negative effect on the speed and accident profiles along an enforced link.
